China invited to Nuclear talks with Russia and the U.S
Russia and the U.S have agreed on a time and the place for Nuclear arms negotiation in June and invited China, US Special Envoy Marshall Billingslea for arms control wrote in Twitter.
Today agreed with the Moscow Deputy External Affairs Minister Ryabkov on time and place for nuclear arms negotiations in June. China also invited, Billingslea wrote.
Firstly, during the Cold war the US and Russia signed a Treaty on the issue of arms control. The treaty name is Strategic Arms Limitation Talks(SALT) were two rounds of bilateral conference. The two rounds of talks and agreements were SALT I and SALT II. Both countries has not properly follow treaty.

Again in 1991, the US and USSR signed a START(Strategic Arms Reduction Treaty) on the reduction and limitation of strategic offensive arms.
And the START I treaty expired in 2009. On April, 2010 START Treaty replace by NEW START Treaty was signed in Prague. And in this treaty for mutual trust they started Two type of investigation. Type one investigation is satellite images and Type two investigation is other countries inspector manually investigate.
In the NEW START TREATY :-
- 700 deployed intercontinental ballistic Missiles(ICBMs).
- 1,550 nuclear warheads on deployed ICBMs.
- 800 deployed and non-deployed ICBM launcher.
Now the NEW START TREATY will expire in 2021. And there is need to extend treaty by US and Russia. But the US wants to include China in this treaty.
Why China invited?
China, which is said to have the world's third largest Nuclear arsenal, is thought to have around 300 nuclear weapons in its possession.
It is unclear whether U.S strategy to link China to arms control talks with Russia will work

China repeatedly said that it has no intention of participating in the in the so-called trilateral arms negotiation control with the US and Russia. Because China is very secretly handling their Nuclear weapon and they didn't want any country come in his country and inspect him for nuclear arms.
